These are not abstract harms. They are documented, measurable, and cumulative. And they are the predictable result of a system that was never designed to deliver equal representation.

But two-thirds of the world’s democracies have already found a better way. We’ll learn about that shortly. But the next obvious question is: if better ways of voting are readily available, why haven’t we changed yet?
